sipxecs.sipfoundry.org repository contains code for sipXecs project -
SIP server with dual license (Pingtel-proprietary and LGPL). Pingtel
does not maintain sipXtapi project, because it is UA-side, not
server-side.

scm.sipfoundry.org repository is clean LPGL code, it contains old code
of Pingtel SIP-server (supressed by sipXecs now) and up-to-date code for
sipXtapi. We're aiming to keep sipXtapi as real open-source solution
without double licensing, so we're working with old 'scm'
repository.

Hope this clarify things a bit.
