M. Ranganathan commented on XECS-1929:
--------------------------------------
If tags are present in From and To headers then sipxtacklib should only use the
Tags and call-id. If tags are not present ( RFC 2543 ) then the entire header
should be used. Using the entire header in all cases can cause interoperability
issues.

> Currently sipXtaclLib uses RFC 2543 dialog matching rules. This forces User
> Agents to maintain From and To headers identical to the original INVITE for
> all in-dialog requests. RFC 3261 requires only the callId, From-tag and
> To-Tag to be used for matching and not the entire From and To header ( unless
> the tags are missing - in which case we default to RFC 2543 dialog match
> rules ).
