The merge-logs command fails when syslog2siptrace and/or siptrace-merge are not 
in the $PATH.  It should use the @bindir@ to include the full path to these 
tools.  This will ensure that for a given install the merge-logs command will 
call the corresponding instances of syslog2siptrace and siptrace-merge.
