I've found the issue that was causing the unit tests to fail when the
TestUtil.java sysProps Properties were changed. Only the mrtgConfig.filename
needs to be changed from the etcDirectory -> ouputDirectory as the Template
mrtg-t.cfg file is read and not written.
I've added an incremental patch which has the TestUtil.java line change
included.
