Patch Attached.. Expiration randomization algorithm is based on the one used by
the Registrar. 1 notable difference is that the Registrar has
MaxAllowedExpirationTime = DefaultExpirationTime, and the SubscriptionMgr has
two separate values defined for MaxAllowedExpirationTime and
DefaultExpirationTime.
