sipxacd, watchdog and sipxpresence ignore hardcoded MY_IP_ADDR in config.def

instructions.

When configuring config.def to have a MY_IP_ADDR, the following processes are 
bound to 0.0.0.0 instead of the IP:

sipxacd which is bound to 0.0.0.0:8110
sipxpresence which is bound to 0.0.0.0:8111
watchdog which is bound to 0.0.0.0:8092

This should be an easy fix, would appreciate it if there is a quick work around 
?
