It should be trivial to implement the above, plus also send a restart request

Please implement the sending of restarts as part of this request.

A limitation with this request has been noted: Some registrations are likely to 
have expired while the upgrade is in progress, and they would probably ignore 
the reboot request.  (See: 
http://list.sipfoundry.org/archive/sipx-dev/msg12854.html)

The sending of restarts during an upgrade will be considered a best-effort 
attempt to get the phones to pick up their re-generated profiles.
