LG-Nortel 68xx firmware 1.2.38sp has a bug in its Dialog Event package 
contents: http://track.sipfoundry.org/browse/XTRN-218  Yet it passes Interop 
Online Test #13 "Dialog Event Package" (http://interop.pingtel.com/#dialog).

This issue requests that Test #13 be enhanced to cover checking for this 
situation.  (It will help the LG-Nortel designers verify their XTRN-218 fix.)
