Extend click to dial to the conferencing management screen on the user portal. 
This would add the possibility for the conference administrator to add a new 
participant to the bridge by initiating an outbound call from the user portal. 
The new participant is dialed and the call is then transferred into the bridge 
of the admin. If a PIN is required by the conference, then sipXconfig should 
insert that PIN into the transfer so that the user is not asked for a PIN.
