I think the best thing would be to copy the Description of XX-6040 into
a comment on XX-5076, because that text is really a user explaining why
XX-5076 is important.  Then we could close XX-6040, since it isn't an
autonomous item of work.  (Also, Carey Hazelton should click on "Vote
for it" on XX-5076.)
