Where are you going with this?

Phones don't reliably identify themselves uniquely in any way that both:
a user can easily use, and the registrar can readily correlate.  As far
as I can tell, unless we can configure some unique identifier into the
Contact registered by the phone (a value selected by sipXconfig and put
only into a phone-specific configuration, and uniquely identifiable in a
registration), this problem is essentially intractable.  

Any partial solution (one that works sometimes but is not completely
reliable) is, as far as I can see, not really an improvement over the
current situation.

If we can put something into the Contact address registered by a phone,
I think we're done; if not, I don't really see the point of spending
time on a series of hacks, because the current situation just isn't that
bad.
