It's not only that it's difficult for registrar: it's next to impossible. I think that in future
you'll be able to assign a time zone to a particular user or user group. All time sensitive
parameters will be interpreted in the context of that time zone. Only sipXconfig would know relation
between a user (and their timezone) and forwarding rule. Registrar would not have this info, and
thus it could not recompute the contacts.
(If Ben Franklin suspected what he is getting us into with this DST idea he might have been more
tolerant towards some daylight waste.)
