It is a common error for phones (and proxies and other things) to
incorrectly attempt to make decisions based on the To header address.
Basically, the address in the To header is historical information, but
because the phone does not have global knowledge of the dial plan or
forwarding, it cannot know all the addresses that might correctly be
delivered to it (how would your phone know that I've forwarded my phone
to you - the To header will have my address when a call for me lands on
your phone).

So yes, it is a phone problem.
