Yes, that is correct.  I'm trying to confirm whether or not it is
valid for the To: header to contain a URI that means nothing to the
phone.  It causes problems for an LG 6812, and consequently Global
Call Pickup fails.  But if the "*allcredentials" URI in the To: header
is valid, then it is a problem in the LG phone.
